Substance Abuse Rehabilitation Program

The Substance Abuse Rehabilitation Program (SARP) of the Naval Medical Center Portsmouth provides screening, preventive, and Dual Diagnosis rehabilitative services for substance abuse / dependence. We offer Prime for Life (level .5), Level 1 treatment, Level 2 Intensive Outpatient, Level 3 Residential, and Continuing Care. All programs meet criteria specified by local agencies such as the Virginia Safety Action Program (VASAP) and local courts.

NMCP’s SARP Program suspended its Level 3 Residential Program due to staffing constraints in October but is happy to announce that we will be accepting up to 10 new patients starting February 5, 2025, with the goal of expanding in the future.

Please direct any questions or concerns to SARP leadership:
CDR Carla Graham, Dept Head
CAPT Holshoe, Medical Director
Dr. Rushing, Program Manager

Important Notice

SARP is tobacco free for all patients. SARP provides nicotine replacement for patients in Level 2 and Level 3.
