PORTSMOUTH, Va. – Capt. Brian L. Feldman became the 80th commander of Navy Medicine Readiness and Training Command (NMRTC) Portsmouth in a change of command ceremony on Friday, April 21. 
 
Rear Adm.  Darin Via, Deputy Surgeon General presided over the ceremony and Retired Rear Adm. James Hancock, MC, USN, was the guest speaker 
 
Feldman relieved Capt. Shelley Perkins, who has commanded the medical center since June 2021.
